Understanding Article IV on the Maple Run FY26 Budget Ballot
Article IV on the March 4, 2025, Maple Run Unified School District (MRUSD) ballot refers to per-pupil education spending for FY26. While the total expenditure budget has only increased by 2% from FY25 to FY26, per-pupil spending appears to have increased by 5.11%.
Why is Per-Pupil Spending Higher?
This is due to changes in Vermont’s pupil weighting system under Act 127 and adjustments to the Free and Reduced Lunch (FRL) weighting formula.
Equalized Pupils Count Has Changed: Although Maple Run’s student enrollment has increased, changes to how students are weighted for funding purposes have reduced the district’s equalized pupil count.
Per-Pupil Spending Formula: Since per-pupil spending is calculated by dividing the total budget by the equalized pupil count, a lower weighted pupil count makes per-pupil spending appear higher, even though the overall budget increase is only 2%.
Statewide Impact: This is a challenge for all school districts in Vermont.
